INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Department of Tourism (DOT) through its Special Bids and Awards Committee (SBAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and if found eligible, to bid for the hereunder contract:

Duration:

30 months

Prospective bidders should possess a valid PCAB Triple A License, have completed a similar reconstruction/restoration project in the last 10 years, with a value of at least P 90M, and have key personnel with reconstruction/restoration experience and equipment available for the execution of the contract. The SBAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The SBAC will conduct post-qualification of the Lowest Calculated Bid.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

The SBAC will issue to prospective bidders Eligibility Checklist and Sample Forms at the SBAC Secretariat Rm. 314 3 rd Floor DOT Building T.M. Kalaw St. Ermita, Manila c/o Mr. Florencio Capati (Tel. Nos. 524-1680 and 524-1742), upon submission of a LOI, and upon payment of a non-refundable amount of P 2,000.00 to the Department of Tourism Cashier. Prospective bidders shall submit the Eligibility Requirements to the SBAC in sealed envelopes at the said address. They may also obtain the results of the Eligibility Check at the same address.

The SBAC will issue Bid Documents only to bidders declared by the SBAC to be eligible for the bidding upon payment of a non-refundable amount of P 100,000.00 to the Department of Tourism Cashier. Bids shall be submitted to the SBAC in sealed envelopes at the above-mentioned address.

The Department of Tourism reserves the right to reject any or all bids, declare a Failure of Bidding at any time prior to the contract award, or not to award the contract, without thereby incurring any liability, and make no assurance that a contract shall be entered into as a result of the bidding. Likewise, the Department of Tourism may accept the offer most advantageous to the government. Further, the Department of Tourism assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
