INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Department of Tourism (DOT) through its Special Bids and Awards Committee (SBAC), invites registered PR firms to apply for eligibility and shortlisting and if found eligible and shortlisted, to bid for the hereunder project:

To effectively communicate to the general public ( Philippines) the reasons, objectives and benefits of the Philippine participation to Expo Zaragoza 2008

Eligibility of prospective bidders shall be checked using a non-discretionary “pass/fail” criteria. Shortlisting of eligible website designers, developers and hosting providers will be done based on the following criteria: (a) applicable experience of the website developer, (b) qualification of personnel who may be assigned to the job and (c) current workload relative to capacity. Only 5eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be Quality-Based Evaluation (QBE).

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

The Eligibility Requirements Checklist/Sample Forms will be available at the BAC Secretariat c/o Ms. Ma. Editha A. Pagdanganan, Philippine Convention & Visitors Corporation (PCVC), 4 rd Floor Legaspi Towers 300, Roxas Boulevard Manila (tel. nos. 525-93-18 loc. 208 and 525-7312) upon submission of a letter of intent and application for eligibility. Submission of Eligibility Requirements in sealed envelopes shall be on the same office.

Bid Documents will be available only to shortlisted eligible bidders upon payment of a non-refundable amount of Php 500.00 to the cashier. Bids shall be submitted in sealed envelopes addressed to the BAC Chairman.

The Department of Tourism reserves the right to reject any or all bids, declare a Failure of Bidding at any time prior to the contract award, or not to award the contract, without thereby incurring any liability, and make no assurance that a contract shall be entered into as a result of the bidding. Likewise, the Department of Tourism may waive any minor defect therein and accept the offer most advantageous to the government. Further, the Department of Tourism assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
